So what's one solution to try to make players value Riven slivers more? Put it in Nightwave and artificially incentivize players to turn in Riven slivers.

Steel Path's Eximus have a 1% chance to drop Riven Slivers, iirc. They are the best source (not considering the AoZ update, I don't know if there is a new, better source there) it was, but it is a smaller, non-specified chance.
